Waste recovery in earth construction

Notify us if your earth construction involves small-scale waste recovery.

You may use materials classified as waste in earth construction, provided that you have obtained an environmental permit or some other authorisation from an environmental authority for it. For the recovery of certain types of waste, registration under the so-called MARA Decree is sufficient instead of an environmental permit. However, in important groundwater areas, an environmental permit is required. You can find more information on how to submit a MARA notification in the local government e-service at ymparisto.fi (in Finnish).

Even very small-scale waste recovery in earth construction requires submitting a notification to the City's Environmental Services. The notification must be submitted at least 30 days in advance of the start of the recovery. The notification will be approved as long as you comply with the environmental protection regulations of the City of Helsinki (sections 14 and 15). For more information on small-scale waste recovery, please contact kymp.maaperavalvonta@hel.fi.

If you have a leased plot, you always need the landowner's permission to recover waste in the soil.
